International Fuel Tax Agreement

License Application

Information for New Applicants

To establish an IFTA account in Florida, an APPLICATION FOR INTERNATIONAL FUEL TAX AGREEMENT and accompanying decal order form must be completed.

Applicants are required to provide their business name and Federal Employer Identification Number (FEIN) on the application.

The FEIN (also known as a federal Tax Identification Number or TIN) is a unique identifying number that carriers should obtain from the IRS for business tax filing purposes.

Additionally, the IFTA account business name should be the same as the one used by the carrier to obtain U.S. DOT operating authority. It should also match the name and FEIN used on the Internal Revenue Form 2290 to report federal taxes for heavy vehicle use.

Note: IFTA accounts that belong to the same person or business entity who has an IRP account in Florida should use the same name and FEIN on both accounts, for cross reference purposes.

IFTA Decals

IFTA provides that jurisdictions must issue one set of decals for each qualified vehicle in the licensee’s fleet. Although IFTA decals are not vehicle specific, they are account specific. This makes them subject to regulation by the issuing jurisdiction to ensure legal use. It should also be noted that licensees are responsible for maintaining operating records and filing taxes in Florida for all the vehicles to which they will affix the decals. Therefore, accounting for the decals is a requirement of IFTA participation.

As a general rule, the number of decals sets that may be ordered will be based on the number of registered vehicles currently in the licensee’s IRP account and/or the current number of other IFTA qualified motor vehicle(s) for which the licensee is responsible for reporting motor fuel taxes.

Licensees who operate qualified vehicles that are not part of their IRP account will be required to submit proof of registration and, if applicable, proof of lease agreement(s) to validate the issuance of decals for these vehicles.

When affixing the decals, one should be placed on the exterior portion of the driver’s side of the power unit and the other should be placed on the exterior portion of the passenger’s side of the power unit. IFTA decals expire on December 31st of each year. All expired decals should be removed from the power unit with only current decals displayed.
