2023 Civilian of the Quarter




January through March |Archie McNair, Jr.

Congratulations Archie McNair, Jr. for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from January through March 2023.

Evidence Property Custodian (EPC) Archie McNair, Jr. (retired trooper) plays a vital role in the Southern Region. In addition to his assigned tasks, EPC McNair traveled to Orlando and Miami several times to assist and train new EPCs in those troops. He also spent a significant amount of time remotely researching and identifying items eligible for destruction as part of Troop D’s Evidence Property Room (EPR) transition. EPC McNair also traveled to Miami to facilitate a 100% audit of Troop E’s EPR. While assuming these additional tasks, EPC McNair maintained his active role in Troop K’s FTO program by continuing to train Troopers on FHP Policy and Processes related to the EP function.


April through June | Stephanie Holbrook

Congratulations Stephanie Holbrook for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from April through June 2023.

Victim Advocate Stephanie Holbrook has responded to various incidents this quarter, including citizen victims and members of our own law enforcement family. Most notably, Ms. Holbrook provided empathy and supported one of our members when he lost his wife in a tragic vehicle crash. While performing her regular responsibilities, Ms. Holbrook also assists with victims in other departments’ cases when needed. Ms. Holbrook seeks any opportunity to help victims with any case that crosses her desk. During this period, Ms. Holbrook received recognition for her work by Mothers Against Drunk Driving (MADD) as part of our Law Enforcement Safety Team’s outreach and education efforts. Ms. Holbrook was also recognized individually for her tireless efforts as a successful Victim Advocate by Attorney General Ashley Moody’s office.


July through September | Rhonda Hendee

Congratulations Rhonda Hendee for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from July through September 2023.

Due to various personnel changes in the past few months, Records Specialist Rhonda Hendee was the only clerk in Troop C. She has admirably undertaken many additional duties that have immensely increased her daily workload. She handles all clerical tasks – covering walk-in traffic, all local public record requests for the district, answering all in-coming calls, completing required district monthly reports, relays pertinent information to respective staff, maintain mandated files, etc. Ms. Hendee has also assisted a light-duty recruit trooper in learning statutes, ten codes, and FHP Policy (without FTO pay). She always projects a positive demeanor, is highly productive and represents the patrol with true courtesy and service to others.


October through December | Matthew Whitman

Congratulations Matthew Whitman for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from October through December 2023.

System Programmer Matthew Whitman provides technical support for both Troop F and Troop E. He is a highly skilled programmer who takes the time to meet the members, diagnose problems, and follow through to ensure the issue is handled correctly. He willingly travels to meet with members on the road, works after hours, and takes phone calls without complaint. Mr. Whitman is a valued and dependable member, dedicated, and does an outstanding job with a positive attitude.
