2019 Civilian of the Quarter




January through March | Ms. Esther Maldonado

Congratulations to Ms. Esther Maldonado for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from January through March 2019.

During this quarter, Maldonado assisted Troop J with the coordination of lodging accommodations for several members and some of the immediate family members of Sergeant Daniel Hinton. Maldonado was also there to help Sergeant Hinton’s family after her shift and she even helped on the weekend.

Maldonado is commended for her exceptional job performance and her willingness to go above and beyond her job duties. Maldonado’s actions help better the Florida Highway Patrol.


April through June | Ms. Valerie Pavlas

Congratulations to Ms. Valerie Pavlas for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from April through June 2019.

During this quarter, Troop A had five civilian staff changeovers. Even though the new hires were not her direct reports, Pavlas stepped up by helping with much of the administrative work. Pavlas did all this in addition to her already demanding administrative duties in the troop commander’s office, as well as continuing to assist other civilian staff with crash records and filling in at the public window.

Pavlas is a consistent model for courtesy and exemplary service in all her dealings with members of the Division and most especially with members of the public. Pavlas performance has remained constant despite the fact she remains displaced from her home due to Hurricane Michael. Pavlas is commended for her exceptional job performance and her willingness to go above and beyond her job duties. Pavlas actions help better the Florida Highway Patrol.


July through September | Ms. Delaina Bruce

Congratulations to Ms. Delaina Bruce for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from July through September 2019.

During this quarter, the Troop Records Technician and Administrative Secretary positions were both vacant. Bruce took the initiative to become CJIS certified to be able to assist with filling public records requests, crash record sales and other administrative duties. Not only did she assume the additional tasks, Bruce still was able to account for every item on the troop’s annual inventory list and completed her other assigned duties.

Bruce is commended for her exceptional job performance and her willingness to go above and beyond her job duties. Bruce’s actions help better the Florida Highway Patrol.


October through December | Ms. Fanny M. Macias

Congratulations to Ms. Fanny Macias for being selected as the Florida Highway Patrol Civilian Employee of the Quarter from October through December 2019.

During this quarter, Macias worked diligently to accurately and thoroughly assist in completing her troop’s inventory before the established deadline. In addition, Macias played an integral role in the CFA accreditation assessment in Troop E by providing critical information and ensuring the facility’s overall cleanliness, neatness, and organization.

Macias is to be commended for her exceptional job performance and her willingness to go above and beyond her job duties. Macias’ actions help better the Florida Highway Patrol.
