Section 320.8249, Florida Statutes (F.S.), requires that anyone who will install a mobile/manufactured home must be licensed by the Bureau of Mobile Home and Recreational Vehicle Construction, Division of Motor Vehicles (BMHRVC), Department of Highway Safety and Motor Vehicles. All mobile/manufactured homes installed in Florida must be installed by a licensed mobile/manufactured home installer. This law also requires that licensed installers must put an installation decal on every home they install certifying that the home was installed in accordance with state regulations. The decal includes a label number, the installer’s name and license number, order number, and the date the home was installed.

The BMHRVC provides a training course to all applicants for a mobile/manufactured home installer license as required by state law (section 320.8249(3), F.S.). The BMHRVC also provides training to local government building officials on the proper inspection of mobile/manufactured home installations because they are responsible for inspecting all mobile/manufactured home installations in the state as required by section 320.8285, F.S.

Section 320.8251, F.S., requires any person or business that manufactures mobile/manufactured home installation components or products to have their components or products certified for use in Florida by the Department of Highway Safety and Motor Vehicles. In order to be certified, mobile/manufactured home installation components or products must undergo stringent engineering testing to ensure they meet the installation standards of Rule Chapter 15C-1, Florida Administrative Code.
