The Dealer License Section, Bureau of Issuance Oversight is an integral part of the Division of Motorist Services. This section functions not only as a licensing unit but also as a regulating agency to ensure compliance by licensed dealers and manufacturers to protect consumers.

Well trained Dealer License Section staff offer professional consultation and assistance services to the residents of Florida, dealers, manufacturers, importers and distributors, license applicants, tax collectors' offices, ten regional offices, law offices, law enforcement agencies, dealer training schools, other state agencies and other state offices. This requires the staff to be fully conversant with all applicable Florida laws, Florida Administrative Code, legislative changes, system enhancements, procedures and policies, and be adequately trained in new advancements in technology. Dealer License Section and the ten regional offices within the Bureau of Motorist Services Support regulate fair trade in the industry by safeguarding the welfare and vigilantly protecting the residents of Florida from deceptive and unfair trade practices.

The Dealer License Section researches unauthorized sales to unlicensed dealers and works closely with the regional offices to assist such entities to comply with the requirements of the Florida Law. The section coordinates with the regional offices to ensure unlicensed dealers from Florida conducting internet sales are properly licensed by the Department.

The Dealer License Section is responsible for original license issuances, renewals, quality control of transactions processed, establishment and relocation of dealers, terminations of dealers by manufacturers, submission of notices to establish or relocate dealers in the Florida Administrative Register and submission of petitions from dealers and manufacturers to DOAH.

The Dealer License Section communicates electronically via e-mail to dealers, manufacturers, importers and distributors, dealer training schools and associations regarding renewals and legislative changes, updating and maintaining all licensing information and forms that are available on-line at the Department's website.

Dealer License Section staff is responsible for reviewing the criminal history reports from Florida Department of Law Enforcement (FDLE) for dealer applicants and preparing cases for staffing with the legal counsel to determine the eligibility of the applicant.

Dealer Training Schools are licensed by the Dealer License Section after their curriculum has been reviewed and approved.

The Dealer License Section maintains all forms available on-line, procedures and licensing information.

The Dealer License Section maintains several reports that assist the Department in their study of the growth and changes in the motor vehicle industry. This captures the changes in the market trends.

The Dealer License Section and ten Regional Offices staff work together as one unit to regulate the license issuance, renewals and modifications for approximately 14,000 dealers, manufacturers, importers and distributors. All licenses are renewed annually. Effective July 1, all licensees have been given the option to renew their license biennially.

Original License Issuance for Manufacturers, Importers and Distributors


All original licenses, renewals and modifications for motor vehicle and recreational vehicle manufacturers, importers and distributors and mobile home manufacturers are processed by the Dealer License Section in Tallahassee. All original licenses, renewals and modifications for dealer licenses are processed in the Regional Offices. All application forms are available on-line at the Department’s website with complete instructions on the required documents and fee.

The section is responsible in ensuring the vehicles that being approved for the manufacturers, importers and distributors have met all the safety and registration requirements with the National Highway Traffic Safety Administration. Therefore, staff explains the licensing process and requirements of the Florida Law in great detail to applicants. Applications from manufacturers, importers and distributors are reviewed with utmost care by the staff with constant communication with the applicants until all required documents are in order. The section is responsible to procure line -makes from National Crime Information Center, FBI and update the system and licensee records.

Original License Issuance for Dealers


Licenses for dealers are issued in the Regional Offices responsible for the dealership. The Dealer License Section staff coordinate with the regional offices to ensure the applicants meet with all licensing requirements. For the establishment of new franchise dealers and recreational vehicle dealers, staff is in constant contact with the manufacturers, dealers and regional offices. Staff ensures notices of intent to establish are published in the Florida Administrative Register, protests from dealers are filed with DOAH, Final orders are prepared and e-mailed to respective parties and regional offices.
