Commercial Vehicle Enforcement
In 1998 the Florida Highway patrol along with the Florida Trucking Association started the Fax Alert Anti-Theft System to combat the increased incidences of commercial vehicle and cargo theft in Florida. The purpose of the system was to provide prompt notification of commercial vehicle and/or cargo theft incidents to the state and local law enforcement in Florida.
In February 2000, the Florida Sheriff’s Association sponsored the Florida Commercial Vehicle & Cargo Theft Task Force (FCVCTTF) and the Florida Highway Patrol was tasked as the coordinating agency. The task force focuses on the theft of commercial vehicles and cargo through a multi-agency approach, teaming state law enforcement agencies with sheriff’s offices and local police departments to engage in proactive efforts to detect and apprehend truck and cargo thieves. The FCVCTTF is governed by a steering committee made up of representatives of state, county, local and railroad law enforcement agencies. In 2001, FHP authored and sponsored The Florida Commercial Vehicle & Cargo Theft Task Force (Voluntary Cooperation Mutual Aid Agreement). This agreement takes the burden from one agency and gives county sheriff’s offices and city police departments statewide law enforcement powers while conducting commercial vehicle and cargo theft operations.
In August 2005, the Electronic Freight Theft Management System (EFTMS) became operational. This system effectively replaced the Fax Alert Anti-Theft System, allowing authorized users to generate the Fax Alert theft notices via the Internet. The system is administered by the Florida Highway Patrol. The EFTMS is used for commercial vehicle and cargo theft entries. The BOLOs are sent to state, federal, county and local law enforcement agencies.
The Florida Highway Patrol has personnel assigned to the FBI Cargo Theft Task Force which works closely with local, state, and federal law enforcement agencies as well as state and federal prosecutorial authorities.
Since 1999 over 500 individuals and organized crimes groups have been identified and/or arrested for cargo theft in Florida.

FBI Cargo Theft Task Force
The FBI Cargo Theft Task Force is comprised of local, state, and federal law enforcement agencies, which engage in complex investigations of organized groups who engage in the theft of commercial vehicles and cargo.
National Commercial Vehicle and Cargo Theft Prevention Task Force
The Florida Highway Patrol is also a participating member of the National Commercial Vehicle and Cargo Theft Prevention Task Force. The task force was formed in 2006 to implement the National Commercial Vehicle and Cargo Theft Initiative.
