103rd and 104th Recruit Classes Graduate
On March 13, 2003, a joint Florida Highway Patrol Recruit Class graduation ceremony was held at the Tallahassee-Leon County Civic Center. Governor Jeb Bush, a strong supporter of the Florida Highway Patrol, was the keynote speaker for the 4:00 p.m. event.

This marked the first time a Florida Governor has delivered the commencement address at a Florida Highway Patrol recruit graduation exercise since 1981.
The joint graduation exercise consisted of recruits representing the 103rd Basic Recruit Class, which trained from November 4, 2002, through March 13, 2003, and the 104th Transition Recruit Class, which trained from January 13, 2003, through March 28, 2003. The 104th Transition Recruit Class consisted of individuals who already possessed a valid Florida Criminal Justice Standards and Training Commission Certificate.
