Subject:  New Presale Veterans of Foreign Wars Specialty License Plate Voucher

The 2010 Florida Legislature approved the new presale specialty license plate process, which requires the requesting organization to sell a minimum of 1,000 vouchers within 24 months before PRIDE will manufacture the plate.  The Veterans of Foreign Wars is the first specialty license plate available as a presale voucher.  The 24-month presale period for this license plate began on October 1, 2010 (initial offering date). 


A customer may purchase a Veterans of Foreign Wars (VFW) presale voucher at a tax collector office or license plate agency.  The clerk will process the transaction and provide the customer with a VFW Presale Specialty License Plate Voucher receipt.  The customer cannot use the voucher until the VFW license plate has met the minimum presale requirement.


If the VFW specialty license plate meets the minimum presale requirement by the end of the 24-month period (September 30, 2012) or any time before this date, the department will authorize the specialty license plate, and PRIDE will manufacture the plate and distribute it to tax collector offices and license plate agencies.  Offices and agencies may begin issuing this license plate to those customers who present a Veterans of Foreign Wars Presale Voucher.  Please note that the voucher can only be used with the issuance or renewal of the VFW specialty license plate.


If the organization does not meet the minimum presale requirement, the specialty plate will be de-authorized, the department will discontinue issuing presale vouchers, and the plate will not be manufactured.  Upon de-authorization, the purchaser of a presale voucher may use the annual use fee he/she paid as credit towards any other specialty license plate or apply for a refund.
