Subject:  Waiving Registration Fees For Florida National Guard Members

                        As a result of the passage of Senate Bill 2602 , section 320.0846, Florida Statutes, is created to read:


(1) Any owner or lessee of a motor vehicle who resides in this state and is an active member of the Florida National Guard may, upon application and proof of eligibility, be issued one standard license plate without charge.  Any applications for additional license plates must be accompanied by the appropriate fees established in this chapter.


(2) Eligible applicants of the Florida National Guard may apply for a specialty license plate as provided in s. 320.08056, upon payment of the fees required in that section.  All other fees will be waived.  Applications for any additional specialty license plates must be accompanied by all appropriate fees established in this chapter.


(3) The exemption of fees include the service fee.


(4) This section expires July 1, 2006.


                        This bill goes into effect July 1, 2005.  We are requesting programming that would allow the customer record to be flagged so a free plate may be issued.  If the flag is marked, a question will be displayed which will allow a clerk to exempt the registration fees.  Once fees are exempted, the customer record will be updated to disallow any further exemptions on any other vehicle.  However, because programming will not be in place until October 2005, special implementation efforts are required.


                        Effective July 1, 2005, when an active member of the Florida National Guard requests a free license plate, contact your Help Desk representative, who will turn on the Emergency Fee Override, so you may process the transaction (original, renewal, replacement, etc.) free of charge.


                        Because there is no way for the system to verify that a customer may have already received a free license plate under this provision, clerks must verify that the customer has not used their exemption on another vehicle.


                        If the member requests a specialty or personalized license plate, the specialty or personalized fees should be collected through Miscellaneous Revenue.
