Subject: Clear (Non-branded) Out of State Proof of Ownership Involving an Insurance Company

It has come to our attention that clean Florida titles are being issued for vehicles coming in to Florida from others states which were previously deemed "total loss" vehicles due to damage.

DMV Procedure TL-10, page 12, R, states:

"If an application for an original certificate of title is submitted along with a clear (non-branded) out-of-state certificate of title in the name of an insurance company or completed for transfer to an insurance company, it must be determined if the vehicle was a prior recovered intact theft or a total loss due to damage. A letterhead affidavit must be submitted from the insurance company stating the reason their name is on the out-of-state title. If the vehicle was a recovered theft or a total loss due to damage, refer to TL-36 or TL-37 for additional information."

Therefore, please advise each employee of this process in order to make sure these titles are properly branded.
