Trooper Sean Dwan
On August 4, 2004, a serious motor vehicle crash occurred on the Eastbound Span of the Seabreeze Bridge in the City of Daytona Beach. The driver of a motorcycle struck the concrete retaining wall and was thrown from his motorcycle approximately 75-80 feet into the Halifax River. You and Daytona Beach Police Officer D. Harris were in the area and responded to lend assistance. A citizen jumped into the river to rescue the motorcycle driver. The citizen and the driver of the motorcycle were approximately 100 yards from the shore and were returning, when they became fatigued and were in a serious life-threatening situation. Yourself and Officer Harris dove into the water to assist both parties to the shoreline. This collaborative effort by members of Law Enforcement to save both persons is to be commended. Your heroic actions resulted in the successful rescue of this motorcycle driver. Fully aware of the possible outcome of this incident you did not hesitate to jump into the water to rescue another human being who was in a serious life-threatening situation, your composure and courage, to aid Law Enforcement Officers with the rescue of this victim is exemplary. Your commitment to preserving human life and your support of the Daytona Beach Police Department is an inspiration to all.
Dennis M. Jones, Chief of Police
