You are commended for your personal initiative and the application of your strong investigative skills that led to the capture of the Florida Highway Patrol’s “Most Wanted” fugitive, Walter Rhodes. This convicted killer of Florida Highway Patrol Trooper Philip Black and Canadian Constable Donald Irwin had eluded capture until you took special interest in the matter. In the course of just a few hours, you used your investigative skills to track him down and assist Washington state authorities in his arrest.
Please be assured that your knowledge and experience in the field of identity theft investigation does not go unnoticed. It is because of your efforts that the families of Trooper Black and Constable Irwin can feel safe in knowing that one of the persons responsible for the murder of their loved ones continues to receive justice for his crime.
Again, thank you for your initiative and your dedication to duty. Your actions are in accordance with the highest traditions of the Florida Highway Patrol, and not only bring credit to yourself, but also to your fellow troopers. Your dedication to your job and to the citizens of Florida is greatly appreciated.
