On July 14, 2009, Trooper Jeff Ryan, Troop G-Jacksonville, was patrolling in Clay County, when a “Be on the Lookout” (BOLO) was issued on a vehicle that was involved in a home invasion robbery. Trooper Ryan, along with a Clay County Deputy observed the vehicle on Blanding Boulevard and conducted a felony stop. Two suspects were arrested and while Trooper Ryan was searching the driver he found a small handgun in his back pocket. Both individuals admitted to the robbery and all of the items taken were recovered.

On August 21, 2009, Trooper Ryan was responding to a traffic crash and was traveling south across the Buckman Bridge on I-295 in Jacksonville. Trooper Ryan observed a vehicle parked on the outside emergency lane on top of the span with the emergency flashers on as he was traveling in the inside lane. Trooper Ryan observed a male get out of the vehicle and put a large duffle bag on his shoulder and strapped it around his head. The male subject then climbed up on the concrete barrier wall and jumped into the St. Johns River, over 100 feet below. Trooper Ryan reported the information to FHP dispatch and traveled to the end of the bridge to turn around, since traffic was congested and heavy rain was falling due to a severe thunderstorm. As he came back across the bridge, Trooper Ryan stopped on the north side of the bridge and started searching for the subject as the US Navy and Jacksonville Sheriff’s Office rescue boats were headed toward the bridge. Trooper Ryan observed the subject’s arm wrapped around one of the wooden bumpers next to a concrete piling under the bridge. Trooper Ryan kept the individual in sight as he guided the rescue boats to his location. The subject was rescued and taken to Shands-Jacksonville Hospital for injuries sustained in the fall as well as for mental evaluation. Had Trooper Ryan not been in the right place at the right time and conducted a thorough search for the individual, the subject may not have survived.
