Lieutenant Bill Leeper

Florida Highway Patrol Lieutenant Bill Leeper (Troop G) was selected as the recipient of the "PIO of the Year" award for 2008 by the Florida Law Enforcement Public Information Officers Association (FLEPIOA). The award was presented by FLEPIOA President Keith Kameg, PIO for Gainesville Police Department and Vice-President Carrie Rodgers, PIO for Polk County Sheriff’s Office, at the annual FLEPIOA Training Conference held in St. Augustine June 23-27/2008.

PIOs representing local, state, and Federal law enforcement agencies throughout Florida were considered for this award. Lieutenant Leeper's daily service to the media in northeast Florida as FHP’s spokesperson, his safety education efforts, and his community involvement made him stand out from the other deserving police PIOs. His civic duties also include his service as a two-term mayor of Fernandina Beach. Lieutenant Leeper is also responsible for the creation of several traffic safety campaigns and initiatives including programs targeting distracted drivers, youth alcohol, and elderly drivers. He has also been recognized as a leader in Florida seatbelt and child restraint efforts.

Lieutenant Leeper has been a Florida State Trooper for over 31 years and has spent the past 14 years as the Public Affairs Officer for Troop G. "His reputation among the media, his peers, other agencies, and the public speak volumes about his talents and professionalism" said Troop Commander Major Grady Carrick.

The Florida Law Enforcement Public Information Officers Association (FLEPIOA) was formed over 25 years ago and is a non-profit organization made up of public information officers from public safety agencies. The goal of the association is to advance the skill level of public information officers so they can better serve the public and the professions involved in public safety. Membership is limited to public information officers, full or part-time, who work for public safety agencies, corrections, fire/rescue, and other criminal justice system components in the state of Florida.
