Memorial monument with wreath and roses

On May 4, 2007, the Florida Highway Patrol hosted the Broward County Law Enforcement Officers’ Memorial Service at Broward Community College’s Institute of Public Safety.

The Broward County Chiefs of Police Association established this tradition over twenty years ago to honor law enforcement officers who have died in the line of duty in Broward County. In 1990, the Chiefs Association constructed a black granite monument at the Institute which bears the names of 55 local, state and federal law enforcement officers. The ceremony included the Broward County Multi-Agency Honor Guard, the Police Pipe and Drum Corps of Florida and color guards from agencies throughout Broward County. A long stem rose was placed at the base of the monument for each of the 55 officers. Five of the roses were placed at the monument for Trooper Philip A. Black, Trooper Stephen G. Rouse, Trooper Kimberly A. Hurd, Trooper Donald E. Jennings and Ontario Canada Police Officer Corporal Donald Irwin. Corporal Irwin, vacationing in Florida, was riding along with Trooper Black when they stopped to investigate a suspicious vehicle parked at a rest stop on I-95 near Pompano Beach. Both were shot and killed.

Motor squads from Troop L and Troop E led the procession of motorcycles that began the ceremony. Major Miguel Guzman made an opening statement and introduced the guest speaker, Dr. Bradley Feuer. Following the speech a proclamation was read by Major Guzman dedicating Friday May 4, 2007, to the 55 fallen officers.

Corporal Jewrel Wigwall, Corporal Clifford Johnson, Trooper Ramon Fernandez and Trooper Barry Radanof served as honor guards at the ceremony.

The Davie District would like to thank the Broward County Chiefs of Police Association for the opportunity to host this event and would also like to thank all members that participated and or attended the event.
