The Florida Legislature enacted Legislation during the 2004 session to designate Interstate 95 in Nassau County as the "Trooper Charles W. Parks Memorial Highway." A dedication ceremony was held at the Florida Welcome Center on I-95 in Nassau County on Friday, October 22, 2004, at 10:00 a.m. Florida State Representative Aaron Bean, District 12, was the Keynote Speaker, along with Colonel Chris Knight, Director of the Florida Highway Patrol. Lieutenant Urana Harris, who was responsible for starting the process to get the highway designated for Trooper Parks, was the program coordinator.

Trooper Charles W. "Chuck" Parks became the 10th Florida State Trooper killed in the line-of-duty on February 6, 1973, when he was shot and killed by two armed robbery suspects while conducting a vehicle stop in Nassau County on I-95. Trooper Parks was on patrol in Nassau County when he received information about two armed robbery suspects that were traveling south on I-95 from the Florida-Georgia state line. Trooper Parks observed the vehicle matching the description and stopped the vehicle about one mile south of A1A. Trooper Parks located an envelope containing money that was taken in the robbery from the Dixie Finance Company in Woodbine, Georgia. A struggle ensued and Trooper Parks was shot and killed by the two suspects. They fled southbound on I-95 where other troopers about one mile from the scene of the murder captured them.

Since the Florida Highway Patrol's inception in 1939, there have been 39 Troopers and one Auxiliary Trooper who gave the ultimate sacrifice, their lives, protecting the citizens and visitors of the state of Florida.
