Cpt. Deryl Loar begins Indian River County
Police Memorial Service
On May 10, 2004, Indian River County law enforcement agencies came together in a unified effort to observe National Peace Officers Week. The Florida Highway Patrol was represented by Troop L- Ft. Pierce District Commander, Captain Deryl Loar and Trooper W. J. Bright. The services took place in front of the Law Enforcement Memorial Monument in front of the Indian River County Courthouse. The keynote speakers were Sheriff Roy Raymond and Indian River County Court Judge David C. Morgan.

Captain Deryl Loar, State Attorney Bruce H. Colton and Sheriff Roy Raymond conducted a special wreath placement ceremony. The ceremony included a 21 gun salute, taps, bagpipe and fly over. The 2003 Law Enforcement fatalities in the State of Florida were read, with a special dedication to the memory of fallen Indian River Deputy Richard R. Raczkoski who sacrificed his life on September 23, 1986. In the closing remarks it was stated "It is not how these officers died that makes them heroes… It is how they lived."
