On the afternoon of January 23, 2003, Jim McDonough, Director of the Florida Office of Drug Control, took a ride with Troopers Jimmy Davis and Jason Lemery to get an inside view of the FHP Contraband Interdiction Program (CIP) at work on Interstate 10 in Jefferson and Leon Counties. After conducting several routine traffic stops, Troopers Lemery and Davis stopped a motorist for a speeding violation and netted a marijuana arrest. Later that afternoon, Lieutenant Marty Duncan requested their assistance during a traffic stop for a tag violation that resulted in the passenger’s arrest on outstanding warrants for domestic violence and fleeing the police. In one short afternoon, Director McDonough witnessed several traffic stops on Interstate 10 that led to criminal arrests.

Director McDonough was also informed that just two days prior to his ride-along, a routine traffic stop conducted by Troopers Davis and Lemery on Interstate 10 while on their way to Tallahassee, began with pulling over a 2002 Ford Expedition for a window tint violation, and ended with a significant drug seizure. The troopers, with the help of K-9 York, found five kilograms of cocaine concealed in the fuel tank and twenty pounds of marijuana hidden in the spare tire.
