FHP Troopers unveiled Operation Hardhat in Central Florida on Friday, August 23, 2002, in highway construction zones along the expressway and interstate system. The new enforcement program uses troopers dressed as construction workers and armed with a laser radar to call out speeders to other waiting troopers.

The program is planned to expand to other FHP troops throughout Florida, which will prompt the question; "Is it a highway worker or highway patrolman?" FHP Director Colonel Chris Knight is hoping the program will encourage motorists to slow down in these dangerous areas. During the last five years in Florida, 134 people have been killed and 12,376 injured in traffic crashes that occurred in highway construction zones.
