Contraband Interdiction Program

Lt. Jung, Sgt. Brown, Troopers Dance, Duncan, Hultgreen, Davis, Barley, Jr., Glaenzner, and members from DOT’s Motor Carrier Compliance Office, Brevard County Sheriff’s Office, Titusville Police Department, Cocoa Police Department, and Palm Bay Police Department

Operation Changing Seasons was a comprehensive and cooperative effort to saturate the Interstate 95 corridor in Brevard and Volusia counties with concurrent selective enforcement details in which participating law enforcement agencies combine resources to conduct probable cause traffic stops with a particular focus on highway contraband interdiction. The three-day operation was conducted December 12th-15th, with the majority of the selective enforcement details taking place from 6:00 p.m. to 4:00 a.m. each day. Approximately 25 FHP officers and troopers, along with members of the Department of Transportation’s Motor Carrier Compliance Office, Brevard County Sheriff’s Office, Titusville Police Department, Cocoa Police Department, and Palm Bay Police Department, participated in this highly successful operation.

As a result of this coordinated effort, Operation Changing Seasons was responsible for the interdiction of 214 grams of cocaine, 35 grams of marijuana, 2 grams of methamphetamines, and 29 doses of Valium. Combined, law enforcement agencies issued 237 written warnings and faulty equipment notices, and 68 citations for speeding and other traffic violations. A total of 27 motorists were cited for driving with suspended licenses; 16 commercial motor vehicles were inspected for violations, with five of those placed out of service; and two commercial vehicles were found to have safety violations. A total of eleven subjects were arrested for drug-related offenses, DUI, and/or active arrest warrants. In addition, field intelligence was developed, which may lead to a significant identity theft investigation. The success of Operation Changing Seasons is the result of the dedication and teamwork demonstrated by all participating law enforcement agencies in what is hopefully the first of many such operations.
