On Friday, August 30, 2002, Troop L kicked off "Operation Labor Day H.E.A.T." (Holiday Enforcement Action Team) with a press conference and briefing, hosted by Major Miguel Guzman, Troop L Commander, and attended by Steve Calamusa, President of Mothers Against Drunk Driving (Palm Beach Chapter) and Charlotte Darville, victim of a traffic crash caused by an impaired driver. FHP received extensive media coverage from major newspapers, television, and radio stations in the area for this event.

During the four day Labor Day holiday period (August 30th-September 2nd), twenty-five members of an FHP Special Enforcement Team aggressively patrolled interstates in Broward, Palm Beach, Martin and St. Lucie counties, looking for drunk/drugged drivers, speeding motorists, aggressive drivers, and motorists who failed to use seatbelts or properly restrain their child passengers. A total of 1,444 citations were issued during Operation Labor Day H.E.A.T., including 14 child restraint citations, 29 arrests for driving under the influence, 193 seat belt citations, and 1208 speeding citations.

To increase visibility, the FHP Auxiliary committed its resources to patrolling the interstates in marked cars for a total of 519 hours during the four-day period. During Operation Labor Day H.E.A.T., approximately 60 regular and auxiliary troopers patrolled Interstate 95, Interstate 75, and Interstate 595 in Broward, Palm Beach, Martin and St. Lucie counties.
