IMPORTANT NOTICE

June 29, 2009

TO:                  Tax Collectors and License Plate Agencies

FROM:            Carl A. Ford, Director

                        Division of Motor Vehicles

SUBJECT:       Work Arounds for 2009 Legislative Changes Effective July 1, 2009

Some changes to motor vehicle laws will require a work around to process the following types of transactions until FRVIS programming is complete.

Mini Truck:  Process this title transaction using “AU” as the vehicle type and “PK” as the body type.  Enter the words “mini truck” in the comments field.  Once programming is complete, you will start using “MT” as the body type when you title and register these motor vehicles.  To clean up these interim transactions, the department will scan its database to identify these motor vehicles and correct their titles and registrations using “MT” as the new body type.

New Off Highway Vehicle Type:  Process this title transaction using “OH” as the vehicle type and “OH” as the body type.  Enter the letters “ROV” in the comments field.  Once programming is complete, you will start using “RO” as the body type when you title and register these motor vehicles.  To clean up these interim transactions, the department will scan its database to identify these motor vehicles and correct their titles and registrations using “RO” as the new body type.

New Customer Stop:  When a lienholder is unable to locate a customer and their vehicle for repossession purposes, the lienholder may request the department to place a stop against the owner and any co-owner.  This stop will be called a “Repossession Recovery Attempt.”  The lienholder must submit a completed and signed form HSMV 86066 to the department to place the stop.  The form must be mailed to:  Division of Motor Vehicles, ATTN:  Repossession Recovery Attempt, MS# 68, 2900 Apalachee Parkway, Tallahassee, FL. 32399.  The department will use an administrative stop until the new “Repossession Recovery Attempt” stop type is available.

We expect these programming changes to be available in the department’s September FRVIS release.
