SUBJECT: September 2009 FRVIS Release
The September Release was sent to all test sites on August 22, 2009. The statewide release is scheduled for download the weekend of August 29, 2009.
Attached is a copy of the modification log that you should read over and familiarize yourselves with prior to the release. The modification log is a tremendous help in understanding the changes in FRVIS.
If you encounter any problems related to the release, please check the FRVIS Release Issues Board to determine if the problem has already been reported, and if so, if there is a work-around. If the problem is not on the log and you still have questions, please call your Help Desk Representative.
1) Fee changes passed by the 2009 Legislature have been implemented effective September 1, 2009.
2) Work received in the office prior to the date of the fee changes but not processed until after August 31, will be charged the old fees when the effective date is set back to before September 1, 2009. To allow for this feature on title work, a new menu item, Change Effective Date, was added to all title transactions. This menu item will only be available through September 10, 2009 so be sure to complete all title work received in the office before September 1, by that date.
3) In classes where the base tax amount charged is based on each hundred pounds of weight (classes 9, 36, 53, and 54), the old base tax amount has been broken into two separate fees, Base Tax and Base Tax–CWT. The legislative increase in the base tax amount will appear as new fees, Base Tax-GR (General Revenue) and Base Tax-CWT-GR. All classes where base tax is charged will now show 2 different base tax fees and the classes that charge base tax for each 100 pounds of weight will show 4 different base tax fees.
4) Whenever credit is applied, the credit amount applied will be determined based on the fee schedule in effect on the date the registration fees were paid. If the fees were paid after September 1, 2009, the credit applied field will show the total amount of the credit derived from the 4 different types of base tax.
5) Whenever back tax is charged, the back tax amount will be determined based on the expiration date of the registration period for which the back taxes are being charged. If the entire back tax period falls before September 1, 2009, back taxes will be charged at the old fees rate. If any part of the back tax period falls after September 1, 2009, the back taxes will be charged at the new fees rate. This is true whether or not the effective date of the transaction was set back to before September 1, 2009.
6) The Tax Due and Credit Manual has been redesigned to show the 4 possible base tax fee amounts and the 4 possible credit base tax amounts for each of the 27 months available on a registration. The top line for each row of months is still the tax amount line and the bottom line is still the credit amount line (with labels of T and C on the far right). The new labels shown over the middle set of fee amounts, on the line with the weight/length for the class, apply to each group of fee amounts. These labels are: BT = Base Tax, CWT = Base Tax-CWT, BT-GR = Base Tax-General Revenue, CWT-GR = Base Tax-CWT-General Revenue.
7) To accommodate the change from the 5 and 6-year license plate replacement cycles to the new 10-year cycle, the license plate expiration date is being recalculated for all existing plates except permanent, apportioned, authenticated, fleet, and temporary plates by adding 114 months to the existing plate issue date. This recalculation will occur between September 1 and September 7, 2009. During that time, forced replacement of plates will be suspended.
8) A new transaction, Vehicle Inspection/Re-inspection, has been added to the Miscellaneous menu. This transaction will be used by the Regional Offices when they inspect or re-inspect a vehicle. It will record an inspection for a specific VIN, mark it as Passed or Failed, record an inspection reason, and charge the Inspection Fee or Re-inspection fee.
9) When a brand of Rebuilt, Assembled from Parts, Flood Damaged, or Kit Car is added to a title, the system will require that a non-voided, passed inspection with an inspection reason for that brand is on file for the VIN being branded. An inspection is only valid if the date of the inspection is after the current title issue date. The requirement for an inspection will be bypassed if the brand had been applied to the vehicle in a previous state.
10) The Rebuilt fee charged when a title is branded as Rebuilt, Flood Damaged, or Assembled from Parts has been removed from the titling process and replaced with the requirement for an inspection.
11) During the transition to the Inspection requirement, there will be customers who had their vehicle inspected before the inspection fee was charged and therefore have no inspection on file. After September 1, when no inspection is on file, you will be required to enter the inspection details into the system using the new Vehicle Inspection/Re-inspection transaction and charge the Inspection fee. If the customer had titled the vehicle before September 1, he would have been charged the $40 Rebuilt Fee; after September 1 he will be charged the $40 Inspection fee instead.
12) All vehicles with body PM (Pick-up with Mounted Camper) shall be registered in class 42. Any of these vehicles that were registered in the past in classes 01, 31 or 41 will be required to change into class 42 the next time the registration is renewed, replaced or transferred.
13) A new body code, MT (Mini Truck), has been added for use with vehicle type AU. These vehicles will be registered similarly to small pick-up trucks in classes 31 and 91.
14) A new body code, RO (Recreational Vehicle) has been added for use with vehicle type OH.
15) A new type of Customer Stop, entitled Repossession Recovery Attempt, has been added to the system. This stop will be placed against the owner of a vehicle that has been repossessed when the owner refuses to surrender the vehicle. It will prohibit the extension of the registration period for 12 or more months on all vehicles, except vessels and mobile homes, where the ‘stopped’ customer is one of the registrants. This stop must be placed and removed by DMV staff.
16) Eligible customers seeking a permanent or temporary parking permit who cannot obtain a Florida ID card because they are unable to visit a DL office to have their photo taken, may be issued a parking permit by checking the NO PICTURE box when issuing the parking permit.
17) Beginning September 1, 2009, the Paper Title S&H (Service and Handling) fee will be charged whenever the customer requests to have a title printed and mailed by the department. The Paper Title S&H fee is removed if the customer chooses to retain the title electronically. The Fast title fees and the Paper Title S&H fee will never be charged in the same transaction.
18) The following types of Vehicle stops shall prevent an electronic title from being printed: AD – Administrative, QR – Quality Review, RC – Recall and Cancellation Letter, SC – Show Cause Letter, and ST – Stolen.
19) The Print Electronic Title web application has been moved into Virtual Office for individuals and business customers. A new application has been added to the DHSMV website to allow Dealers in good standing to print electronic titles for their customers. These transactions will charge the Paper Title S&H fee.
20) The FRVIS Print Electronic Title transaction will now charge the Paper Title S&H fee when a Fast Title is not printed.
21) The wording of #3 in the Important Information section on the registration was changed to read: Your registration must be updated to your new address within 20 days of moving.
22) The words, Retained as Electronic Title, will be shown in the Action Requested box whenever an 82041 is printed for an electronic title.
