TO:                  County Tax Collectors and License Plate Agents

FROM:             Raymond B. Marsh, Director

                        Information Systems Administration

SUBJECT:        Tax Collector Hardware Refresh Project

Please distribute this information to your private agencies and technical staff.

The Department and HP are pleased to report that all of the pilot sites have been successfully installed and the statewide rollout is in progress.  We will no longer send out the project schedule.  The current version of the schedule is located on the DMV Intranet in the Tax Collector Hardware Refresh Project section (http://www3.hsmv.state.fl.us/Intranet/dmv/news.htm).

Some counties have been asking about replacement toner cartridges. The Department will provide each agency with the estimated toner cartridges required to print decals, titles, and other forms based on the agency’s production of those forms last year with an annual incremental increase in volume. Any toner needed by the agency above the allotment must be purchased by the Tax Collector.  The OEM toner that comes with the printer should be sufficient for each agency’s needs until next fiscal year when the laser decal solution is implemented.  At that point, we will replace the OEM toner cartridge in the decal printer with a custom 3M toner cartridge that was developed especially for decal printing.  If counties would like to purchase some additional OEM toner cartridges, Samsung recommends ordering from CDW.  They stock the cartridges and usually ship the same day.  Order information is below:

We would like to remind agencies that the new workstations will be imaged with the XP operating system, FRVIS, FDLIS, and the image capture components.  As with past installations, if non-DHSMV software is operating on FRVIS workstations, the Tax Collector staff is responsible for the reinstallation of any non state-owned or managed software and/or hardware.

This includes hunting and fishing applications, cashiering applications, Q-Matic clients, terminal clients for Property Appraisal access such as Manatron and ACS, Microsoft Office, and any other non-state owned or supported applications or devices.

The workstation image and revised network and printer instructions are available and can be downloaded (please see the attached instructions).  Tax Collectors can use the base image to develop their own image for the new workstations.  Tax Collectors who wish to purchase a new HP workstation for development purposes should see revised ordering instructions located on the DMV Intranet, in the Tax Collector Hardware Refresh Project section (http://www3.hsmv.state.fl.us/Intranet/dmv/news.htm).

HP and the Department are fully committed to making each installation successful.  In an effort to ensure the success of each agencys install, HP may be required to work on a time and materials basis to accommodate out of scope installation scenarios.  In these cases, HP will contract directly with the Tax Collector on a time and material basis using the State’s negotiated terms and rate.

Some examples of these scenarios include:

  • Installation of the new hardware at one location and having to remove the same agencys old hardware from a different location.
  • Assisting the countys information technology staff in county-side network, equipment, or application issues that extend the hours of the installation team or delay the site going live on Monday.
  • Construction or remodeling delays that occur during the scheduled installation.

HP’s negotiated time and materials rates are as follows:

Consulting and installation services (per consultant)                           $175.00/hr

Materials                                                                                        HP Cost+25%

In the past, some Tax Collectors have contracted with HP for assistance in preparing the countys networks, equipment, and applications for equipment replacement.  Tax Collectors that would like to engage HP services in advance may contact Mr. Todd Branch, HP Project Manager, at 850-556-8808 or todd.branch@hp.com.

Please continue to contact us with any questions or concerns.  Once again, thank you for your continued support.
