As a result of the passage of Senate Bill 2020, the following changes/amendments will become effective July 1, 2004:

Section 320.08053 Amended the requirements for a request to establish specialty license plates as follows:

Include a sample license plate that conforms to the specifications set by the department and this chapter and that is in substantially final form.

Scientific sample survey results were increased from 15,000 to 30,000 for Florida motor vehicle owners indicating their intent to purchase the proposed specialty license plate. Added the definition for "scientific sample survey" which means information that is gathered from a representative subset of the population as a whole.

The methodology, results and any evaluation by the department of the scientific sample survey shall be validated by the Auditor General as a condition precedent to submission of the specialty license plate for approval by the legislature.

The department shall adopt rules providing viewpoint-neutral specifications for the design of specialty license plates that promote or enhance the readability of all specialty license plate and that discourage counterfeiting. The rules shall provide uniform specifications requiring inclusion of the word "Florida" in the same location on each specialty license plate, in such a size and location that is clearly identifiable on the specialty license plate when mounted on a vehicle, and shall provide specifications for the size and location of any words or logos appearing on a specialty license plate.

320.08056 Added the requirement for the specialty license plate to conform to the department's design specifications.

Amended that the department shall annually retain from the first proceeds derived from the annual use fees collected an amount sufficient to defray each specialty license plate's pro rata share of the department's costs directly related to the specialty license plate program, inventory costs and costs associated with reviewing each organization's compliance with audit and attestation requirements of 320.08062, Florida Statutes.

Amended to discontinue the issuance of an approved specialty license plate if the number of valid specialty license plate registrations falls below 1,000 license plates for at least 12 consecutive months. A warning letter shall be mailed to the sponsoring organization of each plate whose total number of valid specialty license plate registrations is below 1,000.

Amended to include a collegiate license plate to be discontinued if the number of valid collegiate license plate registrations fall below 1,000 license plates.

Amended that the department shall in cooperation with a representative of the local tax collectors and with Prison Rehabilitative Industries and Diversified Enterprises, Inc at Union Correctional Facility, study the operational and economic feasibility of direct-to-customer delivery of specialty license plates. The study shall include, but not be limited to, an analysis of the potential operational and economic impact of various manufacturing, inventory control and product distribution technologies on the specialty license plate program. The department shall report its findings to the President of the Senate and the Speaker of the House of Representatives no later than December 31, 2004.

* If applying for more than 10 license plates for the same owner, the fee is $10 per license plate.

Amended the issuance of Support Education specialty license plate's annual use fee from $15 to $20

320.08058 Authorizes the development and issuance of the following specialty license plates:

Save Our Seas, Aquaculture, Family First, Sportsmen's National Land Trust, Live the Dream, Florida Food Banks, Discover Florida's Oceans, Family Values, Parents Make a Difference, Support Soccer, Kids Deserve Justice and Animal Friend.

Programming will be necessary in order to implement these changes. The proposed date for the completion of programming is August 2004. DMV Procedures RS-01, RS22 and RS27 will be updated and placed on the department's website ( prior to the implementation of the programming.
