In August 2004, the department piloted a project at Mannheim Auto Auction that allows titles to be printed at the auction under specific circumstances. The process is called "Expedited Title." The intent of the expedited title process is to provide participants of the ELT program a more efficient way to obtain a paper title.
Expedited title is only available on those records that have electronic liens. The lienholder will systematically release their lien or convert their E-title to paper as usual. However, when they process either of these transactions, they may also indicate that it is an expedited title. The expedited title request is held in FRVIS and remains there until the owner, dealer or lienholder requests that the title be printed. If the ELT lienholder makes the electronic request by 2:00 p.m., the title will be available for printing the morning of the next business day. The "Expedited Title" process will charge a $7 fast title fee.
Expedited title provides for better customer service. A consumer, dealer or third party needing the title can pick it up at the county fast title office as quickly as one day. Mail time is eliminated as well as forwarding of titles to the ultimate destination.
Expedited title also reduces cost. The lienholder avoids postage, overnight courier and staffing costs associated with waiting for inbound title only to forward them on to waiting parties. Expedited Title would allow an authorized party to pick up the title directly at the county fast title office.
Effective immediately, all fast title agencies may use the "Expedited Title" feature in FRVIS. In order to process this transaction, clerks must have the "Expedited Title" role. Please complete the FRVIS Access Authorization Request and submit it to the address shown on the form.
