From: Carl A. Ford, Director
Subject: Four New Motorcycle Size License Plates
Advisory Date: 09/23/04 Implementation Date: Next FRVIS Release
Advisory Number: R04-06
Effective with the October modifications to FRVIS 2000, there are four new motorcycle size license plates that have been added for issuance as provided below:
Motorcycle Size Temporary License Plates:
In order to provide better customer service to motorcycle owners and easier access to vehicle information for Florida law enforcement officers, the department has developed a new motorcycle size temporary license plate. The new 4 X 6 inch motorcycle size temporary license plate has been formatted to provide all of the same information available on the current 6 X 12 inch regular size temporary license plate.
The motorcycle size temporary license plate will be issued in the same manner as the current temporary license plate and the cost will also be the same. The inventory code for the motorcycle size temporary license plate is TMM. When a temporary license plate is being issued for a motorcycle, the new size license plate must be issued. When issuing a block of temporary license plates to a motorcycle dealer for use on motorcycles, the motorcycle size temporary license plate inventory code must be entered. The current temporary license plates are numbered with an alpha character followed by 6 numeric characters, the new motorcycle size temporary license plate will have the alpha character of M followed by 6 numeric characters. FRVIS programming will not allow the motorcycle size temporary license plate to be issued to anything other than a motorcycle. All existing rules for issuing or replacing temporary license plates will also apply to the motorcycle size temporary license plates.
An inventory of new motorcycle size temporary license plates will be delivered to coincide with the statewide FRVIS release in October. DMV Procedure RS-31 has been updated to provide additional information concerning these license plates.
Paralyzed Veterans of America License Plates:
Motorcycle size Paralyzed Veterans of America license plates may now be issued for use on a motorcycle when all of the qualifications are met as described in DMV Procedure RS-16. This procedure has been updated to provide additional information concerning these motorcycle size license plates. The inventory code for this license plate is PZR. Although the license plate number for the regular 6 X 12 inch license plate is entered PVAM and six numeric characters, the motorcycle size 4 X 6 inch license plate is entered PVA and six numeric characters.
Since issuance of this type of license plate is low volume, these license plates will only be issued centrally at the department. However, transfers and renewals may be processed in any county license plate agency. In addition, this license plate type can not be personalized.
Miccosukee and Seminole Indian License Plates:
In order to provide better customer service to Miccosukee and Seminole Indians, who own and operate motorcycles, the department has developed new 4 X 6 inch motorcycle size Miccosukee Indian and Seminole Indian license plates. The new inventory codes for these license plates are MSR for Miccosukee Indian and SQR for Seminole Indian license plates. Although the regular size license plates are entered MI or SI and four numeric characters, the motorcycle size license plates are entered using four numeric characters and then the alpha characters of MI or SI.
These license plates will be issued under DMV RS-23, which has been revised to include the motorcycle size license plates. In compliance with this procedure, the Division of Motor Vehicles, Direct Mail and Title Correction Section, will process all transactions for all Miccosukee and Seminole Indian Tribal license plates including original issuance, renewal, replacement and transfers.
The form HSMV 83090, Application By Florida Motor Vehicle, Motorcycle, Mobile Home or Recreational Vehicle Dealer For Temporary License Plates (Rev. 10/04), has been updated to include the "type" of temporary license plate (regular or motorcycle) being requested. You may continue to use any form HSMV 83090 with a revision date prior to 10/04, until your current stock is depleted.
