It has come to our attention that some counties are processing lost-in-transit certificates of title for their customers, prior to the end of the waiting period.

DMV Procedure TL-05, II, B, states that if a certificate of title has been lost in transit (mailing) following issuance, has NOT been returned to the department as undeliverable, and it has been determined that the title issue date EXCEEDS 20 days and a replacement certificate of title is applied for within 180 days of the current issue date, a certificate of title may be issued at no cost to the applicant.

Please remind each employee to verify the title issue date exceeds the 20 days, before processing a lost-in-transit. The department will perform a follow up review on lost-in-transit transactions processed prior to the 21st day. These transactions will be treated the same as a regular duplicate, therefore, fees would be due to the state.
