Subject: 2003 Legislative Changes Which Effect Registration Procedures

As a result of the passage of House Bills 789, 1501, 1155 and Senate Bills 308, 310, 640 and 1098, the following changes/amendments will become effective July 1, 2003:
320.07(3)(e) Created for any service member whose mobile home registration has expired while serving on active duty shall not be charged with a violation of this subsection if, at the time of the offense, the service member was serving 35 miles or more from the mobile home. The service member must present either a copy of the official military orders or a written verification signed by their commanding officer.
320.07(5)Created for any service member whose mobile home or motor vehicle registration has expired while serving on active duty, shall be able to renew his/her registration upon returning from active duty without penalty if the duty is 35 miles or more from the service member's home of record. The service member must present either a copy of the official military orders or a written verification signed by their commanding officer.
320.08056Amended the issuance of new specialty license plates with the following annual use fees:
Stop Heart Disease -$25
Hospice Everyday is a Gift -$25
Stop Child Abuse-$25
Protect Our Reefs -$25
320.08058 Amended to include the development of Stop Heart Disease, Hospice Everyday is a Gift, Stop Child Abuse, Army, Navy, Air Force, Coast Guard and Protect Our Reefs specialty license plates.
320.08058(2) Amended to rename the Challenger license plate to Challenger/Columbia license plate.
320.08058(12) Amended the distribution of funds collected from the Florida Arts License Plate. The funds are to be distributed directly to the county in direct proportion to the amounts collected in each county.
320.0858(19)(b) Amended the distribution of funds collected from the Sea Turtle License Plate. The funds are to be distributed to the Caribbean Conservation Corporation to fund sea turtle research and education programs.
As a result of the passage of House Bills 287 and Senate Bills 1954, the following changes/amendments will become effective October 1, 2003:
320.08056 Amended the issuance of new specialty license plates with the following annual use fees:
Motorcycle Specialty -$15
US Paratrooper -$20
Fish Florida -$22
320.08058 Amended to include the development of Motorcycle Specialty and Fish Florida specialty license plates.
320.0891 Created the US Paratrooper license plate. Each application must be accompanied by proof that the applicant has been decorated as a parachutist or has completed the U.S. Army Jump School.
The revised/updated pages of DMV Procedures RS-15, RS22, RS-27 and RS-35 are posted on the department's website (www.flhsmv.gov).
As a result of the passage of House Bill 1944 and Senate Bill 88 and 686, the following changes/amendments will become effective July 1, 2003. Programming will be necessary in order to implement these changes. The proposed date for the completion of programming is October 2003. DMV Procedures RS-01 and RS-10 will be updated and placed on the department's website (www.flhsmv.gov) prior to the implementation of the programming.
316.0741(4) Created for low emission vehicles (ILEV) certified in accordance with federal regulations and hybrid vehicles as defined in this section, regardless of occupancy, may be driven in the HOV lane at any time. The department shall issue a decal and registration, to be renewed annually, authorizing use of the HOV lane. The department shall charge a fee for the decal not to exceed $5.

320.08015(1) Created to provide on each license tax for a mobile home a surcharge in the amount of $1, which is to be collected in the same manner as the license tax and to be deposited into the Florida Mobile Home Relocation Trust Fund except as provided in 320.08015(2).
320.08015(2) Created to provide any mobile home that is not located in a mobile home park regulated under chapter 723 is exempt from the surcharge.
345.58(1) Authorizes an annual license tax of $2 for the original or renewal of each vehicle taxed under 320.08 Florida Statutes and registered in the area served by the South Florida Regional Transportation Authority upon approval by the residents in the county served by the authority.
