Subject: Removing Financial Responsibility Stops

This Technical Advisory is being disseminated to assist Tax Collector personnel in determining when a Financial Responsibility stop can be removed. The Department will only remove stops for title transfers under the following conditions:

1. The stop is on a deceased person. Their DL record should reflect deceased or we need a copy of the death certificate. This stop will only be removed if the title and registration are in the deceased person's name only. If the vehicle is co-owned, both owners are responsible for insurance. Therefore, the surviving owner must comply with the guidelines outlined by Financial Responsibility before the stop can be removed.

2. When transferring a title between two parties with the same last name but different addresses. If name and address are the same, the stop will not be removed. The vehicle stop is to prevent co-owners from transferring title between themselves to get around the financial responsibility requirements.

3. The stop is in previous owner's name.

4. The customer has a letter of clearance FROM Financial Responsibility OR DL. (Please ensure the letter is specific to the FR stop).
