SUBJECT: June 2003 FRVIS Release

The following items are part of the June 2003 FRVIS release. The release is scheduled to be downloaded to all sites the weekend of June 21, 2003.

  1. The system will disallow registration transactions on any titles marked as Salvage. An error will be returned explaining that the registration transaction cannot be performed because the vehicle has a Salvage title.
  2. The error informing you that a customer has a Wrecker Operator Lien against him will be presented at the beginning of the registration transaction. Except for Registration Transfer, the registration transaction will not be allowed to continue until the Wrecker Operator Lien has been satisfied. On a Registration Transfer, you will be warned of the Wrecker Operator Lien but allowed to complete the transaction as long as there is no extension of the registration period. Remember that a Wrecker Operator Lien against the customer does not affect Original registrations.
  3. Corrections were made to the print in the Sales Tax and Use Report section of form HSMV82041. Fields printing beyond the sales tax exemption number are now aligned. Vessel titles that use ‘D’ for the Acquired-by code and are therefore forced to enter a sales tax reg number, will no longer appear to print an X in the box declaring that the vessel will be used exclusively for rental.
  4. The new vehicle use code, ‘RENTAL VESSEL’ was added. This use should be selected only for vessels that are used exclusively for rental. Since vessels used exclusively for rental are not subject to sales tax during the titling process, the Acquired-by code of ‘E’ must be used whenever the vessel’s use code is ‘RENTAL VESSEL’. An X will print in the box on form HSMV82041 declaring the vessel to be used exclusively for rental. The seller’s sales tax reg number or the buyer’s tax-exempt number may be entered during the title transaction. If either of these numbers is entered, it will print on form HSMV82041 in the box for ‘Consumer or Sales Tax Exemption #’.
  5. To properly distribute the base tax for the National Guard, Pearl Harbor Survivor, Purple Heart, and US Reserve license plates, a new fee code was required. The base tax charged on these license plates is now listed as ‘Base Tax G&D’. Grants and Donations (G&D) is the trust fund where this base tax will be distributed. There is no change in the amount of fees charged for these license plates; only the name of the base tax has been changed.
  6. The Registration Correction transaction has been modified to disallow modification of the license plate code except to change an RGR to an RGS or to change an RGS to an RGR. In addition, this transaction will no longer allow a change to the configuration on a personalized or amateur radio license plate.
  7. Amateur radio license plates must display the call sign issued to the customer by the FCC. A few edits to the configuration of an amateur radio license plate have been added to the Personalized Reservation transaction. This should help in reducing the number of personalized license plates inadvertently ordered on amateur radio sheeting.
  8. When adding or modifying a customer address, an error will be returned whenever the following symbols are used within the street address: c/o, c/0, %, and ( ). The same error will be received if ‘PO Box’ is used after the beginning of the street address. Using the mail-to feature during a registration or title transaction eliminates the need for these symbols.
  9. A new transaction, ‘Plate Issued in Error’ has been added to the Registration/License Plate menu. This transaction should be used when an incorrect type of specialty license plate was issued AND discovery of the error occurred after the Voiding period. Technical Advisory R03-06 provides a detailed description of this new transaction.
  10. Apartment number was sometimes being removed from the address when a customer performed an Internet renewal transaction. This has been fixed.
  11. The Hot key for the Correspondence Inquiry was changed from ‘N’ to ‘U’. The NMVTIS Inquiry has been added with ‘N’ as its hot key.
  12. Programming has been completed to handle the following 33 new license plates recently approved by the Florida Legislature. Inventory for these license plates is not yet available. The system is now ready for you to begin issuing these plates as soon as each inventory item is received.
