                        We intend to implement the first phase of the electronic title process on August 15, 2007.  The following procedures have been updated:

 

·                     TL-05, Duplicate and Lost In Transit Titles

·                     TL-11, Transfer of Florida Certificate of Title

·                     TL-12, Duplicate and Lost In Transit With Transfer

·                     TL-36, Total Loss Settlements Involving Insurance Companies

 

                        Attached is the notice that is being sent out to ELT participants and dealers informing them of the implementation date.  Also attached, is the letter that will be sent to the customer in lieu of the title when the electronic lien is satisfied.

 

                        We are excited to offer this service to our customers and we appreciate your continued cooperation as we move forward with this process.

IMPORTANT NOTICE – E-Title Implementation

 

The Florida Division of Motor Vehicles intends to implement the electronic title process (E-Title) effective August 15, 2007.

 

When an ELT lienholder satisfies a lien, the attached letter will be mailed to the owner to let them know that the title will remain electronic.

 

Lien holders will continue to be allowed to enter a mail-to address when someone other than the owner needs to be notified that the lien has been satisfied.   The only time the expedited process should be used is when the record is converted to paper, without the lien being satisfied, and the lien holder wants to pick the title up from the tag office the following day rather than having it mailed to them.

 

An insurance company that has satisfied the lien as a result of a total loss claim must comply with the requirements outlined on page six of DMV Procedure TL-36.   

 

Form HSMV 82994, Motor Vehicle Title Reassignment Supplement, has been modified to allow the owner to reassign ownership when a vehicle is traded to a dealer.  The dealer will continue to use reassignment forms until the vehicle is sold to the end purchaser.  The purchaser would still be required to complete an application and all other required documentation would be applicable. 

 

Dealers must make sure the lien has been satisfied and the record is electronic before reassigning the vehicle to another dealer or a new purchaser without having the paper title in their possession.  This can be accomplished by visiting the department’s website at http://www.flhsmv.gov/ and clicking on “Motor Vehicle Check”.

 

Auctions may require dealers to submit a paper title in case the vehicle is being shipped to another state.  Dealers and auctions will be allowed to request a paper title by presenting the original form HSMV 82994, Motor Vehicle Title Reassignment Supplement, to the Tax Collector’s Office.  A paper title will be printed in the dealer’s name.  The dealer can request an expedited title at the tax collector’s office by paying the $7 fast title fee.
