                        Senate Bill 1614, amended section 320.0846, Florida Statutes, to allow one free Florida National Guard standard license plate at no charge.

 

                        Senate Bill 460, amended section 320.08068, Florida Statutes, to allow proceeds from sale of the Athletic League license plate to be distributed to the State of Florida Association of Police Athletic/Activities Leagues, Inc.; authorizes use of a portion of such fees for administrative and promotional cost; revises provisions governing distribution of proceeds from the sale of motorcycle specialty license plates; revises amount and permissible uses of proceeds; and increased the annual use fee for motorcycle specialty plates from $15 to $20.

 

                        Senate Bill 738, created section 320.02 (16)(d), Florida Statute, to allow each applicant for registration to make a voluntary contribution of $1 to Miami Heart Research Institute, Inc., doing business as Florida Heart research Institute.

 

                        House Bill 281, created section 320.08056 (4) (eee), Florida Statutes, to establish the State of Vision specialty license plate.  The license plate annual use fee of $25 shall be distributed quarterly to the Florida Association of Agencies Serving the Blind, Inc., to fund direct-support services to blind and visually impaired people.

 

                        Senate Bill 1450, amended section 320.08056 (4) (fff), Florida Statutes, to create the Donate Organs-Pass It On license plate.  The annual use fee of $25 shall be distributed to Transplant Foundation Inc., which may use 10 percent of the proceeds from the annual use fee for marketing and administrative costs that are directly associated with the management and distribution of the proceeds.  The remaining proceeds shall be used to provide statewide grants for patient services, including preoperative, rehabilitative, and housing assistance, organ donor education and awareness programs, and statewide medical research.

 

House Bill 1589 amended or added to the following Florida Statutes:

 

                        Section 320.08058 (26), amended the name of Florida Memorial College license plate to Florida Memorial University.

 

                        Section 320.08058 (57), created the Homeownership For All license plate.  The annual use fee of $25 shall be distributed to Homeownership For All, Inc., which may use a maximum of 10 percent of the proceeds to promote and market the plate.  The remainder of the proceeds shall be used by Homeownership For All, Inc., to fund programs that provide, promote, or otherwise support affordable housing in this state.

 

                        Section 320.0807, created a special license plate for any current or former President of the Senate and Speaker of the House of Representatives.

 

House Bill 7079 amended or added to the Florida Statutes:

 

                        Section 316.211 (6), was amended to require each motorcycle registered to a person under 21 years of age to display a license plate that is unique in design and color.

 

                        Section 320.07 (3) (f), was created to provide that the owner of a leased motor vehicle is not responsible for any penalty specified in this subsection, if the motor vehicle is registered in the name of the lessee of the motor vehicle.

 

                        Section 320.07 (4)(c), was created to provide that the owner of a leased motor vehicle is not responsible for any delinquent fee specified in this subsection, if the motor vehicle is registered in the name of the lessee of the motor vehicle.

 

                        Section 320.0706, was amended to provide that the owner of a dump truck may place the rear license plate on the gate no higher than 60 inches to allow better visibility.

 

                        Section 316.1001(c), was amended to provide that the owner of a leased vehicle for which a citation is issued for failure to pay a toll is not responsible for payment of the citation and is not required to submit an affidavit as specified in this subsection, if the motor vehicle involved in the violation is registered in the name of the lessee of such vehicle.

 

                        Section 316.1955(1)(b), was amended to provide that the owner of a leased vehicle is not responsible for a violation of this section, if the vehicle is registered in the name of the lessee.

 

                        Section 320.015 (1), was amended to clarify that a display home or other inventory being held for sale by a manufacturer or dealer of modular housing units was not subject to license tax or real property tax. 

 

                         Section 320.02 (1), was amended to require proof of a motorcycle endorsement on a drivers license as a condition for original registration for a motorcycle, motor-driven cycle, or moped. 

Effective July 1, 2008.

 

                        Section 320.08058 (58), created The Future Farmers of America license plate.   The license plate annual use fee of $25 shall be distributed quarterly to the Florida Future Farmers of America Foundation, Inc. to fund activities and services of the Future Farmers of America.

 

                        Section 320.08056 (8)(a), was amended to exempt collegiate license plates from the requirement of maintaining a specified number of license plate registrations.

 

                        Section 320.089 (4), created the Operation Iraqi Freedom and Operation Enduring Freedom special license plates upon application by qualified military personnel.

 

                        Section 324.032 (1)(b) and Section 627.733(1) was amended to require that a person who is either the owner or a lessee of a taxicab to provide financial responsibility by furnishing satisfactory evidence of holding a motor vehicle liability policy with minimum limits of $125,000/$250,000/$50,000.
