Subject: Registration & Titling of Motor Vehicles Purchased From Overseas Military Sales Corporation (OMSC)

This notification is to provide information concerning motor vehicles purchased from Overseas Military Sales Corporation (OMSC).

OMSC is a distributor for Daimler Chrysler Corporation, Ford Motor Company, General Motors, Harley Davidson Motor Company, Honda and Volkswagen of America. OMSC sells vehicles to US armed forces personnel stationed overseas for delivery in the USA or for overseas shipment. They also contract with franchised dealers in Florida acting as a courtesy delivering dealership. Their address on the face of the Manufacturer's Certificate of Origin in the "Name of Distributor, Dealer, etc." area shows they are located in Switzerland. Therefore, it is being assumed that the vehicle is being imported from another country and the customer is being asked to produce Customs documentation and are being required to provide evidence of VIN verification for the vehicle. However, these vehicles are actually being delivered to Florida dealerships for the customer.

The vehicle identification number is only required to be verified by a Florida DMV Compliance Examiner/Inspector when a USED motor vehicle is coming in from a foreign country. This is NOT required for a NEW motor vehicle.

Attached is an example of a Manufacturer's Certificate of Origin (showing the Switzerland address) along with a copy of the bill of sale from Overseas Military Sales Corporation which indicates the vehicle was delivered to a Florida dealer for the customer. Therefore, if you are not able to determine if the vehicle was delivered within the US, you may ask for a bill of sale which shows the point of delivery.
