The 2003 Legislature passed Senate Bill 1944, providing a $1.00 fee to be charged for each mobile home located in a mobile home rental park with 10 or more lots. The fee is to be deposited into the Florida Mobile Home Relocation Trust Fund to pay claims to mobile home owners forced to relocate due to the change in the use of the land.

Beginning October 1, 2003, upon conducting any mobile home registration transaction in the customerís presence, a new question will be asked. FRVIS will display the registration address and ask, "Is this mobile home physical address the same"? The clerk must select "Yes" or "No" in response to the question. A response of "Yes" will allow the pre-filled residence address of the registrant to be accepted. If "No" is selected, the clerk will then type in the physical address. Next, the clerk must select "Yes" or "No" to the required field "located in a rental park". Selecting "Yes" indicates the mobile home is located in a rental park with 10 or more lots; thereby, charging the $1 surcharge.

Beginning October 1, 2003, FRVIS will NOT require the physical address to be collected on all mobile home transactions conducted via regular renewal mail in, express and scan renewal mail in, and high speed renewal. The only requirement for transactions conducted through these methods is for the user to indicate whether the mobile home is located in a mobile home rental park with at least 10 units. However, effective March 1, 2004, the physical address must be collected for transactions conducted through regular renewal mail in. Also effective March 1, 2004, the physical address must be on file when processing express, scan renewal mail-ins and high speed renewals.

More specifically, for high-speed renewals, the method to indicate whether the mobile home is located in a rental park, is a flag set in the renewal file downloaded from the county. The Department has programmed FRVIS to recognize the flag that indicates whether or not the mobile home is located in a park. High-speed processing sites should program their software to print the following question on the renewal notice "Located in Rental Park with 10 or more lots? One can respond by entering "Yes" or "No" and submit that information through the high-speed renewal process. NOTE: The flag indicating whether or not a mobile home is located in a rental park is a required field. This flag will indicate whether or not the $1.00 will be charged on future renewals.

Regarding internet and phone renewals, these methods of processing will not be available for conducting mobile home registration transactions if the physical address is not updated in FRVIS.

Two additional messages have been added to the postcards "printed and distributed by the Department". This information has been made available to vendors and counties who print postcard renewal notices. If you use a third party provider to print your renewal notices, we recommend you contact them to ensure the renewal notices being mailed for your county reflect this change. The Department has pulled the data for December mobile home renewals.

The first message is a question. The question asks, "Located in Rental Park with 10 or more lots? NO (DEDUCT $1)."

The second message on departmentally printed postcards may vary according to whether or not a physical address exists in FRVIS for the mobile home. If there is no physical address available in FRVIS, the message will read, "Address where MOBILE HOME is physically located must be submitted." If the physical address is available in FRVIS for the mobile home, a message will appear stating, "IF THE LOCATION OF THE MOBILE HOME. HAS CHANGED, SUBMIT NEW ADDRESS WHERE MOBILE HOME IS PHYSICALLY LOCATED."
