In April of 2002, Technical Advisory R02-06 was distributed outlining the actions that can be taken when processing a registration transaction and the customer initiates a request for exemption of the $100 Initial Registration Fee. Please be advised that this technical advisory supercedes R02-06.

As you are aware, the Division of Motor Vehicles (DMV) added legacy history, including inactive title records, to FRVIS 2000. Although motor vehicle registration records have not been microfilmed since January 1994, all registration records are maintained electronically and may be retrieved from the FRVIS 2000 Registration History or Legacy Tag History.

Therefore, when processing a registration transaction and the customer initiates a request for the exemption of the $100 Initial Registration Fee, the following actions may be taken:

  1. Use FRVIS 2000 history or legacy history to determine if an exemption is due.
  2. If no record is found, then the customer must provide proper proof (registration certificate) that a license plate was issued in their name.
  3. In all cases when a exemption is given other than a transfer of license plate transaction, documentation must be entered in the comment area of FRVIS 2000 as to why the exemption was provided.
